The basic rules count for every atom. Rules as an abstract description of our living condition are at the same time a requirement for existence, and in a broader sense for our well-being. We can choose to ignore them, but if we do for too long, we feel the consequences. 
The paradox is that we are oftentimes more of a wizard than we think (maybe because we refuse to embrace that being a wizard takes work and discipline and doesn't come for free) but in the end, the universe will always be the greater wizard. Our own wisdom can only reach its highest potential in so far as we are able to recognise the universal rules as mandatory.
